Understanding the New TIMS Guidelines and Their Impact on Tourists & Nepal’s Trekking Industry


Nepal has always been a popular destination for adventurers and trekkers from all over the world, who are drawn to the country’s beautiful landscapes and exciting trekking routes. The Nepal Tourism Board (NTB) recently announced new guidelines for the Trekkers’ Information Management System (TIMS). These rules has gone into effect from April 1, 2023. These rules are meant to make trekkers safer and more secure, help the local tourism industry, and create more employment options in Nepal. But the new rules have sparked debates about how they might affect the Nepalese economy and the overall trekking experience for tourists. In this article, we’ll talk about the pros and cons of these new rules from the point of view of tourists and the Nepalese economy. New Guidelines at a Glance:

  1. Mandatory Licensed Guides: All foreign trekkers are now required to hire a licensed guide for their trekking expeditions, ensuring enhanced safety and support throughout their journey.
  2. Streamlined Permit Process: The NTB has introduced an online application process for TIMS permits, making it easier and more efficient for tourists to obtain the necessary permits before their trek.
  3. Revised TIMS Card Fees: The new guidelines include an increase in the TIMS Card fees, with the additional revenue expected to support the growth of the tourism industry and Nepal’s GDP. The fees for the TIMS Card have been revised to NPR 1000.00 per person for SAARC citizens and NPR 2000.00 for the rest of the world. The provision for Diplomatic Missions in Nepal will remain as before, however, accompaniment by licensed guide shall be applicable.
  4. Regulation of Trekking Agencies: The new guidelines ensure that only authorized trekking agencies can provide services to tourists, helping to regulate the industry and promote sustainable tourism practices.

There are many good things about the new rules for tourists going to Nepal. Some of the most important benefits are:

  • Enhanced Safety: Safety is improved because all foreign trekkers are required to hire a licenced guide. This way, trekkers are always with experienced professionals who can help them navigate the difficult terrain, avoid potential dangers, and give them valuable information about local customs and culture.
  • Professional Support: Trekkers will have immediate access to a professional support system that can help with any health problems, emergencies, or unplanned situations that may come up during their journey. This support system also makes sure that if rescue operations are needed, they can be done more quickly and effectively.
  • Streamlined Permit Process: Getting a permit is easier now that the NTB has made it possible to apply for TIMS permits online. This makes it easier for tourists to get the permits they need before starting their trek. This makes the process of getting a permit easier and takes less time.

Even though there are many positives, there are some things that tourists might not like regarding this new regulation set forward by Nepal Tourism Board (NTB).

  • Increased Costs: Costs may go up because you have to hire a guide and the TIMS Card fees are going up. This could make trekking in Nepal more expensive for travellers on a budget and independent trekkers. This extra cost could make some tourists think twice about trekking in Nepal.
  • Limited Flexibility: Some independent travellers might think that the new rules make it harder for them to go at their own pace and explore the Himalayas without a guide. This could make the experience less personal for people who like to trek on their own.
  • Discouraging Off-the-Beaten-Path Exploration: The new rules could discourage more adventurous trekkers who like to go off the beaten path and explore less-known parts of the Himalayas. Since these trekkers have to have a guide, they may be less likely to go to remote areas that their guides don’t know about.

The new guidelines also offer several benefits for the Nepalese economy, including:

  • Job Creation: The mandatory hiring of licensed guides will generate employment opportunities for local professionals and support staff in the tourism sector. This helps not only the guides, but also the people who live in the area and depend on tourism to make a living.

  • Increased Tourism Revenue: It is expected that the new TIMS Card fees will help the tourism industry and Nepal’s GDP grow. The increased revenue can be used to enhance tourism infrastructure and promote Nepal as a secure and appealing destination for travelers.

However, the new guidelines also pose some challenges for the Nepalese economy, such as:

  • Possible Drop in Tourist Numbers: The higher prices and need for a guide may turn off some budget travellers, which could lead to a drop in the total number of tourists who come to Nepal to trek. This could be bad for businesses and the economy in the area.
  • Difficulties for Small Trekking Companies: Smaller trekking companies may find it hard to compete with larger, more established companies, since tourists may choose well-known companies to make sure they follow the new rules. This could cause the industry to merge, making it hard for smaller agencies to stay in business.
  • Uneven Distribution of Tourism Revenue: The increased focus on promoting registered trekking agencies could lead to an uneven distribution of tourism revenue, with most of the money going to larger, more established companies. Smaller local businesses that depend on tourism might not get as much out of the new rules, which could make the difference in income between different players in the tourism sector even bigger.
